Parking Citation Information :

 

Our Parking Enforcement Division produces thousands of violation notices and citations every year. There are a variety of instances in which a citation can be issued if your vehicle is deemed in violation of a parking regulation or municipal code. The reference information provided on this page will assist you with some questions you may have regarding a citation, rules and regulations, and enforcement guidelines followed by our Parking Enforcement staff. Please refer to the following highlighted list for additional information:

 

Street Sweeping Violations - Current Bail Ranges - $35 to $55

               a. General guidelines for street sweeping enforcement - citation issued:

                         1. If a sweeper truck evades your vehicle along the curb

                         2. If your tires extend into the gutter in any manner

                         3. Disable vehicles are NOT exempt from a citation

                         4. The amount of time you were parked along the curb is not a factor

                         5. Not observing the signs will not exempt you from a citation

                         6. What City or State you live in is not a factor

                         7. Residents are responsible to advise your vendors of the rules

                b. How can I avoid a citation?

                         1. Do NOT park your vehicle along the curb when the sweeper passes by

                         2. Move your vehicle while the sweeper passes and re-park

                         3. Call your City with any emergency circumstances for possible exemption

                         4. Request a review hearing to challenge a wrongfully issued citation

                         5. Refer to your citation copy for additional information

                         6. Check the City web site for possible notification options

 

Permit Zone Enforcement - Current Bail Ranges - $35 to $55

                a. General guidelines for Permit Zone Enforcement - citation issued:

                         1. No permit displayed or displayed improperly

                         2. Permit is forged or altered

                         3. Permit number reported lost or stolen or currently invalid

                         4. Permit out of date with issue period

                         5. Permit not affixed properly to vehicle

                         6. Permit does not match the license plate it was issued to

 

School District Violations - Current Bail Range - $32 to $42

                a. General guidelines for School Zone Enforcement - citation issued:

                        1. Fire Lanes and Red Zones - designated parking only

                        2. Head-In parking only

                        3. 30-Minute parking exceeded

                        4. Staff parking only

                        5. Vendor parking only

                        6. No permit displayed or displayed improperly

                        7. Expired permit

                        8. H/C parking without placard or loading zone only parking

                        9. No overnight parking

 

Please be advised of the following information regarding issued citations:

Failure to pay or contest the citation within 21-days (calendar days) of issuance will cause a penalty increase added to the original penalty and notification made to the Department of Motor Vehicles (DMV) to refuse registration of the vehicle until the penalty is paid per C.V.C. Section(s) 4760 & 40207.

 

When any vehicle is registered in California or a foreign jurisdiction is found on a highway or off street public parking facility and that vehicle has five (5) or more unpaid parking citations that have been issued over a period of (5) days or more, the vehicle may be impounded or booted under C.V.C. Section(s) 22651 (i)(l)

San Clemente residents can also signup for street sweeping notifications, free of charge, through the City of San Clemente. This automated system will email, fax or call you the day before street sweeping as a reminder to have your vehicle removed from the sweeping zone. You can check your violation copy for administrative contact information, usually a toll-free telephone number or email address, to request a review hearing. Please do not contact SECURTEC as we provide the enforcement services only and do not provide administrative reviews or possess any authority to reverse issued citations. You are encouraged to visit the web sites listed above to learn more on how to challenge a citation or post payment.
